Calling tyranny “stable” may seem paradoxical

People in developing nations are not surprised when their government turns over, Daniel Klein & Michael C. Munger note, but those of advanced democracies have grown complacent, even though we know that democracies that appear stable can capsize:

Between 1850 and 1930, Austria-Hungary, Germany, Italy, Japan, and the Ottoman Empire turned into tyrannies. Since the year 2000, there has been a massive increase in the number of people living under tyranny, with fully 80 percent of the world’s population living in countries that Freedom House classifies as not having “free” government systems. In fact, as of 2021, 58 countries, with 38 percent of the world’s population, are now classified as full-on “not free” systems, having collapsed into tyranny.

It is tempting to think “it can’t happen here.” But Americans are more concerned about that than they have been in decades. In July, a CNN poll indicated that 48 percent of respondents think it is “likely” or “somewhat likely” that state actors will successfully overturn the results of a US election because their party did not win.

We, the present authors, are worried that putatively upright countries today are in danger of descending into tyranny. A tyranny — once capacities for control and despotism are constructed, in some cases including expansive government employment, dependency, and largesse — can be nearly impossible to reform. The key to the descent into tyranny, and the stability of tyranny once it is achieved, is this: Tyrants use tyranny to fortify their keep and to protect themselves against the sanctions due them for their crimes.

Calling tyranny “stable” may seem paradoxical. Tyrannies suffer from chaotic upheavals and violent paroxysms. But the state of tyranny itself is stable, like a capsized canoe. Ordered liberty is better for everyone — aside, perhaps, from the despotic faction and their affiliates. It is difficult to restore the rule of law once it is debased. Rectification would call for changes in personnel, operations, and attitudes. The relative power and privilege of the despots would disappear with rectifications. Tyrants use the tools of tyranny to protect themselves against the sanctions due them.

It’s amazing to live in a society that often pretends these differences are not real

What if we just looked at what men and women actually talk about in private?, Emil Kirkegaard asks:

We see that the male topics include politics, war/sports/gaming/weapons/death/killing, swearing, music (especially metal/rock), work/science, metals. Women’s topics are much more mundane. There’s a lot of expression of emotions, especially positive. There’s a lot of family talk shown by all the terms of human relationships (sister, daughter, nephew, brother, boyfriend etc.). Of interests, the main thing we see is food (cooking), and some shopping. In fact, it is surprisingly devoid of any abstract interests, I am surprised there are not more words related to clothing and child-rearing.

Overall we see that results are consistent across studies that men and women are interested in and talk about quite different things. It’s amazing to live in a society that often pretends these differences are not real.

It is ironic that our species, which is defined by our big brains, is evolving to become stupid, George Francis says:

Countless articles of scientific research have found the less intelligent to be having more surviving offspring and breeding faster than the intelligent. The problem was noticed by Darwin and his contemporaries, yet it has mostly been ignored throughout the 20th century. Recently it has had a small yet significant revival with the cult classic book At our Wits’ End, and large genetic databases showing intelligence decline. It has even been featured in the Telegraph.

The famous studies of dysgenics in the UK biobank show there is selection against intelligence but don’t attempt to quantify its size. The famous Icelandic study shows dysgenics but only attempts to measure its effect on years in education, not intelligence itself.

The Industrial Revolution kicked off the fertility transition. Countries that became rich were able to prevent starvation and improve health so the number of surviving children skyrocketed. Then with the advent of contraception, abortion and enjoyable alternatives to raising children, fertility plummeted. Many of the poorer, less intelligent countries started this process later meaning that as the natives of smart countries shrink in their population, the low IQ countries are still rapidly expanding.

My favourite estimate of the rate of dysgenics comes from Woodley’s calculation in At Our Wits’ End. He takes the Icelandic estimate for the rate of dysgenics on the educational attainment (years in education) polygenic score, adjusts it for the higher heritability of intelligence (about 80% heritable) and estimates a 0.8 IQ point decline per decade. That’s a lot. My guess is that this is an overestimate. Education attainment correlates negatively with fertility because it captures both the effect of intelligence and the effect of education, creating an overestimate. On the other hand, years in education is less heritable than IQ, causing the unaltered Icelandic estimate of about 0.3 IQ points to be an underestimate.

This is tricky, so let’s be cautious, split the difference and round up. IQ is falling by 0.6 points a decade.

In 1950 the average genotypic IQ was around 93.6. If you are not a high school graduate you need an IQ of 93 to join the US military. In 1950 something like half of the world’s population was too dumb to be in a professional army. Currently, the global average IQ is around 85 and by the end of the century, it will be 74. Then only an elite fraction would be capable of even being part of a professional army.

Average global IQ of 74 — dysgenics is a big problem! Let’s try and narrow it down a bit more. In Francis and Kirkegaard (forthcoming) we estimate that each national IQ point is associated with a 7.8% increase in GDP per capita. We also estimate the economic effects of dysgenics in that paper slightly differently, but with similar results. Let’s imagine the world is one country with an average IQ of 74 in 2100 and an average IQ of 85 as of 2020. The maths works out as a difference of logs at [exp((74–85)*7.8%) –1] = –58%. The effect of this dysgenic decline will be to cut GDP in half! And of course, that doesn’t even begin to consider the intangible factors GDP doesn’t necessarily include: low crime, social trust, science, culture and the arts.

Climate change is currently predicted to cost us a whopping 4% of world GDP by 2050. My numbers imply dysgenics will cost us 30% of GDP by 2050.

Thirty-one percent of the gun owners said they had used a firearm to defend themselves or their property

The largest and most comprehensive survey of American gun owners ever conducted, based on a representative sample of about 54,000 adults, 16,708 of whom were gun owners, suggests that Americans use firearms in self-defense about 1.7 million times a year:

The overall adult gun ownership rate estimated by the survey, 32 percent, is consistent with recent research by Gallup and the Pew Research Center. So is the finding that the rate varies across racial and ethnic groups: It was about 25 percent among African Americans, 28 percent among Hispanics, 19 percent among Asians, and 34 percent among whites. Men accounted for about 58 percent of gun owners.

Because of the unusually large sample, the survey was able to produce state-specific estimates that are apt to be more reliable than previous estimates. Gun ownership rates ranged from about 16 percent in Massachusetts and Hawaii to more than 50 percent in Idaho and West Virginia.

The survey results indicate that Americans own some 415 million firearms, including 171 million handguns, 146 million rifles, and 98 million shotguns. About 30 percent of respondents reported that they had ever owned AR-15s or similar rifles, which are classified as “assault weapons” under several state laws and a proposed federal ban. Such legislation also commonly imposes a limit on magazine capacity, typically 10 rounds. Nearly half of the respondents (48 percent) said they had ever owned magazines that can hold more than 10 rounds.

Those results underline the practical challenges that legislators face when they try to eliminate “assault weapons” or “large capacity” magazines. The survey suggests that up to 44 million AR-15-style rifles and up to 542 million magazines with capacities exceeding 10 rounds are already in circulation.

Those are upper-bound estimates, since people who reported that they ever owned such rifles or magazines may have subsequently sold them. But even allowing for some double counting, these numbers suggest how unrealistic it is to suppose that bans will have a significant impact on criminal use of the targeted products. At the same time, widespread ownership of those products by law-abiding Americans makes the bans vulnerable to constitutional challenges.

Two-thirds of the respondents who reported owning AR-15-style rifles said they used them for recreational target shooting, while half mentioned hunting and a third mentioned competitive shooting. Sixty-two percent said they used such rifles for home defense, and 35 percent cited defense outside the home. Yet politicians who want to ban these rifles insist they are good for nothing but mass murder.

Thirty-one percent of the gun owners said they had used a firearm to defend themselves or their property, often on multiple occasions. As in previous research, the vast majority of such incidents (82 percent) did not involve firing a gun, let alone injuring or killing an attacker. In more than four-fifths of the cases, respondents reported that brandishing or mentioning a firearm was enough to eliminate the threat.

That reality helps explain the wide divergence in estimates of defensive gun uses.

About half of the defensive gun uses identified by the survey involved more than one assailant. Four-fifths occurred inside the gun owner’s home or on his property, while 9 percent happened in a public place and 3 percent happened at work. The most commonly used firearms were handguns (66 percent), followed by shotguns (21 percent) and rifles (13 percent).

There is nothing revolutionary about Robin Hood

How long has it been since you’ve thought about Robin Hood?, Alexander Palacio asks:

He’s not around as much as he used to be; an odd absence for him and the venerable set of characters and stories that orbit him. Robin and his Merry Men seem underrepresented in modern media. The few big Robin Hood films made recently have flopped. And where is he on television, in video games, in the cultural consciousness? The great outlaw has vanished into the depths of Sherwood, while Nottingham’s forces are at their strongest.

The disappearance of Robin Hood can be stated simply. In the last few decades, writers keep making one or two mistakes when writing Robin Hood. First, they take a grim, gritty, realistic approach to the tone of the story and characters. Second, they interpret Robin’s outlaw status to make him transgressive in a way that is opposed to the medieval social order itself. These approaches are not compatible with Robin Hood as he exists in his archetypal form. They violate the valid expectations people have for a Robin Hood story.

In fact, they directly contradict two fundamental elements of Robin Hood. First, Robin Hood is a lighthearted hero whose personal reward for his actions is having fun. Second, Robin Hood is a defender of the traditional medieval social order against a transgressive nobility. The first point should be obvious. Robin Hood leads the Merry Men.

The second point needs a bit more explanation. It’s not the social order itself that Robin Hood opposes, but the burden of men who abuse their high station. Thus, Robin’s allegiances with Friar Tuck, the good man of the Church, and with whichever good king the story uses (often Richard Lionheart). In the symbolic, associative world of writing, Robin’s ties to Church and Crown simply do not bear interpretation as a revolution against the social order itself. It is the abuse or absence of the social order he fights, not its use or presence.

It’s important to note that in these tales, it’s the common people who support the medieval social order and the nobility and their lackeys who distort it.

These seemingly-trivial new approaches to Robin Hood are critical writing errors. They contradict some of the most foundational elements of a Robin Hood story. When you make your Robin Hood story dour and grim, you obviate the role he has in combating the sorrow that comes from the failure of the nobility to meet its obligations to the people. That’s why Robin always engaged in fun, in contests, in jokes at the expense of the overly earnest. The humour is essential to depict and understand the setting and social dynamics of the story.

When you oppose Robin Hood to the social order itself, you turn him into a mere revolutionary, instead of a defender. Which makes little sense, given his association with the twin bastions of the old order, the Church and the Crown. There is nothing revolutionary about Robin Hood — he is among the most reactionary characters going. But because Chesterton’s point about nobility and novelty is little understood, ideologues perform sleight of hand to reinterpret him as a Marxist class hero. You are left with a story that not only doesn’t make internal sense, but also doesn’t meet expectations for a story about Robin Hood. Nothing about it sings, so the movie flops and nobody reads the book.

No English child will ever again experience, as Peter Hitchens did, the joys of Arthur Conan Doyle’s great historical romances The White Company and Sir Nigel, set in the far-off fourteenth century:

The remaining copies of these once-popular works now molder, unopened and slowly softening into pulp, in attic rooms in the houses of the elderly.

Conan Doyle explained something very important about the Middle Ages to his original Edwardian readers:

In those simple times there was a great wonder and mystery in life. Man walked in fear and solemnity, with Heaven very close above his head, and Hell below his very feet. God’s visible hand was everywhere, in the rainbow and the comet, in the thunder and the wind. The Devil, too, raged openly upon the earth; he skulked behind the hedgerows in the gloaming; he laughed loudly in the night-time; he clawed the dying sinner, pounced on the ­unbaptized babe, and twisted the limbs of the epileptic.

George R.R. Martin’s fantasy world does not share this Christian outlook:

As far as I can find out, ­Martin is a lapsed Roman Catholic and has quite banal views about how religion causes wars and God is a “giant invisible guy in the sky.” I do not think he has set out to make an attack on Christianity. I do not think he especially likes it, but I suspect he has discarded it, and so he has written an account of a world in which it simply does not exist. His fantasy greatly disturbs me, because it helps to normalize the indifference to Christianity which is a far greater threat to it than active atheism.

David Hacket Fischer’s Albion’s Seed: Four British Folkways in America makes the point that early America was framed around four dominant folkways;

There are the New England Yankees in the northeast; gentry planters in the lowland South along with their retainers; inhabitants of the upland South, originally from Ulster and the Scottish-English border; and the diverse business-oriented groups in the Mid-Atlantic, from Dutch burghers to Quakers. For both authors, the Yankees and the Southern planters have direct genealogical connections to the Roundhead Whigs and the Royalist Tories. The Borderers and the more mercantile folk of the Mid-Atlantic play a less prominent role in Phillip’s narrative, but eventually amalgamated into the broader Northern and Southern cultural and political alliances.

Kevin Phillips’s The Cousins’ Wars: Religion, Politics, Civil Warfare, And The Triumph Of Anglo-America observes that the migration of dissenters to North America created a much more cohesive 19th-century Britain:

The existence of North America as a release valve for radical Protestantism stabilised the middle path that the Anglican Church occupied. Meanwhile, the Irish potato famine and the mass migration to the US of Roman Catholic peasants meant that the Protestant proportion of the United Kingdom was far higher in 1900 than in 1800.

The Englishmen, Scots or Welshmen who migrated to America were not “normal” Britons. Perhaps they sought more freedom of worship outside the established Church or more economic opportunities outside of the class system, or perhaps they were fleeing debt and the hand of the law. The “cowboy” is a cliché, but these cowboys came from somewhere, many even genealogically descended from herders on the Scottish border that engaged in as much theft as productive labor. The inverse of the American cowboy were the English who were left behind: the aristocrats, peasants and gentry who came together to create a British Empire with a much more united cultural identity in the 19th century than it had in the 17th century.

Albion’s Seed and The Cousins’ Wars have as much to do with the present and future as the past, Razib Khan explains:

Donald Trump’s victory in 2016 saw the emergence of a belt of “Red” Republican counties dominated by Borderers, attracted to the aggressive pugilistic style of their candidate. Though Barack Obama was perceived by America and the world as the first black president, he was raised by a mother whose paternal grandfather was named Ralph Waldo Emerson Dunham, a nod to her ancestral Yankee lineage. Obama presented a moralistic, even utopian, vision for America in keeping with this ancestry.

In contrast, Trump, the German-Scottish son of New York’s outer boroughs, reflects a persona that is in tension with the dominant Yankee tradition of the North. It is not well remembered, but during the Civil War, New York City was a hotbed of pro-Southern sentiment, and the mayor, Fernando Wood, even proposed the city’s secession from the Union. To the west, much of southern Illinois, Indiana, and Ohio were pro-Confederate during the conflict because the local population were “butternuts”, descended from settlers who had moved north in the first half of the 19th century, like Kentucky-born Abraham Lincoln. The Great Emancipator was, though, a direct descendent of Samuel Lincoln of Norfolk, East Anglia, who was to settle in Massachusetts in 1638.

This was a world where the humanities mattered

In the 1960s, when history and English majors were among the most popular on campus, America was a very different place, T. Greer explains:

This was an America where most kids memorized reams of poetry in school, where one third of the country turned on their television to watch a live broadcast of Richard III, and where listening to speeches on American history was a standard Independence Day activity. The most prominent public intellectuals of this America were people like Lionel Trilling (literary critic), Reinhold Niebuhr (theologian), and Richard Hofstader (historian). This was a world where the humanities mattered. So did humanities professors. They mattered in part, as traditionalists like to point out, because these professors were seen as the custodians of a cultural tradition to which most American intellectuals believed they were the heirs to. But they mattered for a more important reason—the reason intellectuals would care about that birthright in the first place.

Americans once believed, earnestly believed, that by studying the words of Milton and Dante, or by examining the history of republican Rome or 16th century England, one could learn important, even eternal, truths about human nature and human polities. Art, literature, and history were a privileged source of insight into human affairs. In consequence, those well versed in history and the other humanistic disciplines had immense authority in the public eye. The man of vaulting ambition studied the humanities.

Grids have excess capacity 95% of the time

Being synchronized to one of the other wide-area grids in the US is one way. Another is not to have ~50% of its households rely on electric heat.

Cold weather causes demand to spike while also hampering supply. ERCOT is not the only grid to have suffered significant supply outages during cold weather. But other grids like PJM in 2014 were bailed out by imports and lower shares of customers using electric heating.

Customers using electric heat don’t pay the costs of their impact on the grid when they only pay a fixed price per kilowatt-hour. Electric resistance heaters and air source heat pumps see power usage spike dramatically during the coldest events. The overall kilowatt-hour usage only sees a slight increase on the monthly bill, but the peak power might be two or three times higher than the norm.

A fellow traveler quipped that it must be a credit to our ketman that we have survived this long, and I was shocked to realize that I’d never mentioned the term on this blog:

The Captive Mind was written soon after the author’s defection from Stalinist Poland in 1951. In it, Milosz drew upon his experiences as an illegal author during the Nazi Occupation and of being a member of the ruling class of the postwar People’s Republic of Poland. The book attempts to explain the allure of Stalinism to intellectuals, its adherents’ thought processes, and the existence of both dissent and collaboration within the postwar Soviet Bloc. Milosz described that he wrote the book “under great inner conflict”.

Chapter I: The Pill of Murti-Bing
The book begins with a discussion of the dystopian novel Insatiability by Stanislaw Ignacy Witkiewicz. In the novel, a new Mongol Empire conquers Poland and introduces Murti-Bing pills as a cure for independent thought. At first, the pills create contentment and blind obedience, but ultimately lead those taking them to develop dual personalities. Milosz compares the pills to the intellectually deadening effects of Marxism-Leninism in the USSR and the Soviet Bloc.

Chapter II: Looking to the West
Milosz describes how Western democracies were perceived with a mixture of contempt and fascination by Stalinist Central and Eastern Europe among intellectuals. Constraints put on politicians and policemen by the rule of law struck them as incomprehensible and inferior to the police states of the Communist world. Milosz noted, however, that the same intellectuals who denounced Western consumerism in print would often read Western literature in search of something more worthy than in books published behind the Iron Curtain.

Chapter III: Ketman
This chapter draws upon the writings of Arthur de Gobineau, a 19th-century French diplomat assigned to present-day Iran. In his Religions and Philosophies of Central Asia, Gobineau describes the practice of Ketman, the act of paying lip service to Islam while concealing secret opposition. Describing the practice as widespread throughout the Islamic World, Gobineau quotes one of his informants as saying, “There is not a single true Moslem in Persia.” Gobineau further describes the use of Ketman to secretly spread heterodox views to people who believe that they are being taught Islamic orthodoxy.

There are a number of reasons small business in Tokyo is so vibrant:

A huge one that you can look at cities around the world and ask is how many flexible microspaces are available across your city. By microspaces, I mean small little nooks and crannies in the commercial or residential sectors of the city that you can do a lot of different things with and don’t need to pay a huge amount of money in rent.

This is going to sound wild to anyone who lives in the US, but for any two-story rowhouse in Tokyo, the owner can by right operate a bar, a restaurant, a boutique, a small workshop on the ground floor — even in the most residential zoned sections of the city. That means you have an incredible supply of potential microspaces. Any elderly homeowner could decide to rent out the bottom floor of their place to some young kid who wants to start a coffee shop, for example. When you look at what we call yokocho alleyways — charming, dingy alleyways that grew out of the black markets post-World War II, which are some of the the most iconic and beloved sections of the city now — it’s all of these tiny little bars and restaurants just crammed into every available space.

Liquor licenses are extremely cheap and easy. A liquor license in an American city can sometimes run up to $500,000. You’re not going to have a little four-seat, mom-and-pop bar for the locals. So those regulatory and policy choices that we make fundamentally determine what our cities are going to feel like.

Grades and test scores should be top factors in college admissions

The U.S. public continues to think that grades and test scores should be top factors in college admissions:

More than nine-in-ten Americans (93%) say high school grades should be at least a minor factor in admissions decisions, including 61% who say they should be a major factor. Grades are, by far, the criteria the public says should most factor into admissions decisions. This is followed by standardized test scores (39% major factor, 46% minor factor) and community service involvement (19% major, 48% minor), according to a Pew Research Center survey conducted March 7-13, 2022.

Nearly half of Americans (46%) say someone being the first in their family to go to college should be either a major (18%) or minor (28%) factor in admissions decisions, while a similar share say athletic ability should factor into these decisions (9% major, 36% minor).

By comparison, nearly three-quarters of Americans or more say gender, race or ethnicity, or whether a relative attended the school should not factor into admissions decisions.

The relative importance of each of these factors is unchanged since 2019.

Crime’s costs are even higher than we thought

How bad is crime?, Ben Southwood asks:

In the paper, whose calculations were done in 2006, Americans were willing to pay $25,000 to avert a burglary across their society, $70,000 to avoid a serious assault, and nearly $10m to avoid a murder.

A more practical situation comes when juries award money to ‘make people whole’ for physical injury, pain, suffering, mental anguish, shock, and discomfort that they have experienced due to some illegal action. For example, one 68-year old lady was shot through the spine in a drive-by shooting, and left paraplegic — a jury gave her $2.7m in addition to her medical costs.

If you combine these awards, in a large sample, with separate ‘physician impairment ratings’ — basically how bad doctors think the injury is compared to death — then this is another method of estimating the statistical value of a life, something we have hundreds of estimates for, which typically comes out somewhere above $5m, depending on the wealth of the country and the methodology.

Their central estimate is that crime costs America $2.6 trillion annually, mostly coming from violent crime. This is about 12 percent of US GDP. By this metric, it would be, in GDP terms, one of the US’s biggest problems, on par with housing. For a country like the UK with a murder rate about five times lower, the problem is probably about five times smaller.

I actually think the American problem is considerably bigger than this estimate, because this study only includes the costs of crimes that actually get committed. However, people try their damnedest to avoid being the victims of crime. This leads to many extremely socially costly behaviours.

What are some of these extremely socially costly behaviors?

For example, one study by Julie Cullen and Steven Levitt finds that when crime rates across the city rise ten percent, city centre populations fall one percent — with people generally moving to the suburbs. One crime tends to push one person out of the city centre, on average.

Quantifying this in terms of a real world city, the roughly 400 percent increase in New York City’s murders from 1955 to 1975 (from around 300 to over 1,500 per year) would have been expected to empty the densest parts of the city out by about 40 percent, assuming that other crimes rose in line with murder. And indeed, the population of the centre city — Manhattan — fell about 35 percent over that period, while the population and physical extent of the suburbs grew rapidly.

Murders in New York City peaked in 1990 at over 2,000 per year, roughly as population reached its nadir in the city centre. They have cratered by over three quarters, to about 300. This would have likely driven city centre population up massively, much moreso than it actually did recover, but building restrictions have prevented this happening anywhere near as much as it might, meaning that it has driven up prices instead.

So this story implies that crime in city cores drives people to the suburbs, creating urban sprawl. If so, then crime’s costs are even higher than we thought.
