I confess, it IS impractical to assume one can burn EVERY witch, but I subscribe to the theory that you don’t need to. If you burn enough of them the rest will go to ground and stay there for awhile. Root out a few of the less well hidden ones every few months for the next 3-5 years and those remaining will, in their terror, dig so deep they’ll have done most of the heavy lifting for us.
