Otherwise “Homeless” means C A T O (Crazy Addict Tramp Other) Crazy and Addicts ( the vast majority) will require expensive, long term custodial care. If tbe city tolerates it, they own it and are responsible. If he lets the city get away with it, there will be crap on his porch/doorway. The crazy will not change. The city will if you get on them. City Hall is such a lovely squat. Wear gloves and old clothes when you send that message. Leave food. The CATO like that.
