In a contest between ideas that can lead to a &lt;i&gt;reduction&lt;/i&gt; in spreading out power and or paychecks available to fungal growths of carpetbagging bureaucrats, and ideas that will — just coincidentally — involve an &lt;em&gt;expansion&lt;/em&gt; in their fungal growths, is it any wonder they will, tend, to prefer the latter?]]></description>
