Get Musk to fire up his tunnel machine and make tunnels. Some could maybe be routed to areas that the run off would be a good thing. Let&#039;s say you want water to flow to a run off area in a flood but...not too much. You could put a tunnel to the area and have a large concrete float on the outlet. If the water got too high in the run off area the concrete float would shut off the tunnel outlet. As the water flowed away or soaked in the float would fall and it would open for more water.]]></description>
