If we were slightly more keen on punishing wrongdoers than saving lives.

If they live, good, if they don’t, well.. so what?

Taking hostages would be seen as a sure-fire way of getting killed and only something a wannabe-suicide would do.

Would this sort of approach be stable in the long term?

Hard to do a kidnapping and get away. The illegal alien and the smuggling of same has made kidnapping once again a lucrative business in the U.S. Thanks be to the amigo country.
