The USA spent $25 billion in 2016 money on the Manhattan Project. Iraq is thought to have spent about $10 billion in 1990′s money and “came close”; Libya spent far less.

This guy seems to be arguing that Stalinist, NK-style dictatorships can’t get the bomb, because they need democratic institutions like the USA, where projects never over-promise or go over schedule or budget.
