I have seen the cycle of new bus lines spreading poverty in this manner long before Walmart was around. I saw several suburban malls rendered too dangerous to shop at within 5 years of getting a bus line from the City. (Baltimore City is a separate legal entity from Baltimore County, for you non-Baltimorons.) Walmart is just taking advantage of an established process.
