		<description><![CDATA[I would think Mr. Dampier had a bee in his bonnet, but for the fact that I lived in Manhattan during the period he describes, and was quite literally chased out by crime, racial bullying and the seemingly unstoppable descent into lawlessness. There is simply no way I could have predicted in 1990, at the depths of the Dinkins administration, the incredible changes wrought by Mayor Guiliani and sustained by Mayor Bloomberg. You cannot gauge the extent of those changes unless you had been there in the 60s, 70s and 80s and witnessed the city&#039;s sheepish acquiescence to rule by criminals. The change is miraculous. Meanwhile, I&#039;m long gone from those precincts, and now live in far distant city, where real estate interests are driving African Americans out of their comfortable ghetto to make the inner city safe for gentrification. The city is being ethnically cleansed of its African American population. However, its former residents are not leaving the region, they&#039;re simply moving down the bus line to the formerly racially stable inner ring suburbs, which are now experiencing ballooning rates of crime and disorder as the current residents who don&#039;t care for crime and disorder high-tail it to more distant suburbs.
