		<description><![CDATA[OTEC is a fun idea. I wonder if they&#039;ve solved the problem with marine life sticking to the system at the bottom because it&#039;s warmer than the surrounding sea-water. IIRC that was one of the biggest problems with the early OTEC systems. 

Of course, I&#039;m not sure who they&#039;re trying to fool by putting the phrase &quot;more competitive&quot; in the same sentence they say that the full plant would cost 1 billion dollars for 100 MW of output. They built a 200 MW natural gas plant near my childhood home for a tiny fraction of that cost a few years ago. For a few billion you could have a gigawatt-output nuclear plant for that matter.]]></description>
