The army, the navy, the air force, the SS, the Organization Todt, the NSDAP, the commissariats, the numerous branches of economy, all worked separately, but all received their orders directly from Hitler.

And together with many officers acting like mailmen this immediately turned into a vicious cycle. Now add the “pet” divisions of Hitler, Goering, and the rest, as a bait encouraging more micromanagement, and multiple chairs on top.

In other words, after their chain of command was reorganized by a schizophrenic, the result was schizophrenic in itself.
