What would be the best way to avoid Plan Red?

Maybe help some 3rd party to start a big war with the Brits. England would be blockaded, suffer shortage of the resources from food to everything their war industry needs. Then they would be willing to not only abandon agreements with Japan, but even drop the claim on British colonies to get assistance.

And, of course, it would be quite convenient to have some friendly partner able and willing to whack the catspaw from behind once the latter is not needed anymore, otherwise this situation would be rather untidy and expensive.

All coincidences of this hypothetical scenario with historical reality (such as Atlantic Charter, or Mr. Ford doing for German industry so much that he was awarded Iron Cross) are, of course, purely coincidental.
